A squad of Thunderbolts head to Denver to apprehend Quicksand. Meanwhile, Tony Stark approaches Zemo work with for him on a special mission to apprehend super-villains and recruit them to work on his behalf for the 50 States Initiative. Zemo agrees, and their next job is to stop three college kids who have gained possession of Abner Jenkin's old Beetle costumes and have been using them to cause mayhem. After another successful mission, the Thunderbolts convene at Zemo's multi-dimensional headquarters to discuss their participation with Iron Man. As their teammates discuss their next move, Songbird and Zemo repair to a containment facility where dozens of villains have already been collected and imprisoned on behalf of Zemo's separate desire to build a super-human army of his own.

THUNDERBOLTS #104:

The Thunderbolts mop up villains on missions from coast to coast, including the Mongoose, the UFoes and Porcupine). Reed Richards and Hank Pym continue to build their new super-human prison while Swordsman presides over a training facility in New Mexico. Zemo makes a side trip to meet with Captain America and discuss his ability to help Cap "get out of jail free" at a later date when they are inevitably captured by the government in exchange for his assistance in helping Zemo in a fight of his own.

THUNDERBOLTS #105:
21 pages + cover • October 2006

Zemo dukes it out with Daredevil, Hercules and Falcon, until it's just him and Cap. Zemo tries to convince Cap that he's a changed man and offers him a deal. After reflecting on it, Cap agrees to help the Thunderbolts take on the Grandmaster and Zemo passes on to him a special key that would help him escape his prison.

Dallas Riordan meets with Songbird to recruit members for the New Thunderbolts. Mach IV and Fixer help round up Iron Maiden into custody, while Radioactive Man, working alongside Hank Pym and Reed Richards, offers disdain for their activities.
